Yes this affects all versions of stable as all versions of bass it's ever used has this bug. Khangaroo tried to port the fix to Digital Client from Lazer but it did not work. Bass is the library osu! uses to play sound.

This is kind of like chasing the boogieman, I have no idea what could cause it. Now I've had the same kind of horrible stutters with Stable too if Discord Desktop is open, only way I've ever been able to fix it is to close discord completely and switch to the web client when playing. Now is that what is causing your stutters? No idea, only way to know is if it doesn't happen to you after closing Discord. Could it be some sort of stutter from bass? No idea, it's not impossible I guess. Could it be some sort of Bancho stutter? No idea again, could be possible. Could it be any other process running on your pc… yeah, again just as likely as everything else so far I think.
We moved to .NET 10 since the first 64 bit build (5.0.18), so you can try running the latest 32 bit .NET Framework builds and let me know if that runs any different I guess. You are also free to try the last 4.4.xx release and see if it doesn't stutter for you when running that version today. Each release of Bass comes in different versions like digital client does, 64 bit, 32 bit, Arm64, etc. So it's possible there could be bug with the 64 bit version of bass that doesn't exist with 32 bit bass, but I feel like if that were the case this bug would have been discovered by now.
I am by no means saying the issues you are facing are not real, I just don't really have much to go off of to try fixing it here.
